“Excise” is a noun and refers to an tax on goods when they enter a country. So you will see the words “excise duty” (duty = tax).
So when whisky (from Scotland) comes to the Canary Islands it might be subject to an excise duty or import tax. So whisky is excisable (tasable).
“Excise” is also a verb. In medicine, surgeons might excise (extirpar) something from someone´s body.
There is another use for this verb. Perhaps you have written a letter to Mr. Sanchez, the Spanish Prime Minister, and when you prepared the draft (borrador) you made some changes, excising (suprimiendo, eliminando) some text in order to improve the letter.
