Haphazard cities?

Haphazard

“Haphazard” is an adjective, and it refers to things done in a random or careless (descuidado) way.

Some cities are haphazard. This often refers to the design and layout of the buildings. For example: Santa Cruz de Tenerife has grown in a haphazard way (…ha crecido sin planificación alguna).

A person can be haphazard in the way he does things. His approach to problems could be haphazard (poco sistemática). So that person does things “hapharzardly”.
